FY 2010 Average Cost List

CONSERVATION PRACTICE PROGRAM
On-Line Application

The Conservation Practice Program is administered locally by the Adams County Soil and Water Conservation District.  Funding is made available through the Illinois Partners for Conservation Program, and is determined annually by the State legislature and is administered by the Illinois Department of Agriculture.

Objectives
To assist landowners with sheet and rill erosion exceeding tolerable soil loss levels (T), or with ephemeral/gully erosion, in constructing conservation practices that conserve soil and protect water quality and reduce flooding.
bulletTo target cost-share monies to deliver effective and cost-efficient assistance to meet soil erosion control goals and provide the greatest public benefit possible in conserving soil productivity and protecting rivers, streams and lakes.
bulletTo provide incentives to eligible landowners for the adoption of nutrient management practices that minimize the transport of nutrients to surface water bodies and protect water quality in high priority, eligible watersheds of the state.

Eligibility
A landuser is eligible to apply for and receive state CPP assistance provided he/she is a cooperator with the SWCD.  Renters of land may also apply for cost-share assistance provided the landowner or authorized agent of the landowner also signs an agreement for CPP monies to be received.  The land upon which a landuser intends to install eligible conservation practices must be experiencing sheet and rill erosion exceeding T or ephemeral/gully erosion.  Cost-sharing on Class VI through VIII cropland is limited to new permanent pasture and hayland establishment.  Land must physically lie in the Soil and Water Conservation District through which the application for assistance is made.

Allocation of Cost-Share Dollars
All cost-share applications will be prioritized, based on tons of soil loss reduction, acres benefited, and cost.  Applications that are approved will be notified as soon as the Adams County SWCD receives funding. Those not approved will not receive any notification unless an e-mail address is provided.  If approved, all cost-share payments will be made based on average or actual cost, whichever is less.  The average cost list is developed prior to February each year.   The previous years' actual costs are used to determine average costs.
