NUTRIENT MANAGEMENT
PLAN INCENTIVE Purpose: The purpose of the Nutrient Management Plan Program is to assist agricultural producers in optimizing the application of nutrients for plant production while minimizing offsite impacts to the environment and protecting water quality.Eligibility: All landowners/operators with land located in Adams County are eligible. The land must be cropland or pastureland actively used for producing an agricultural commodity or plant material. Renters of land may also apply for cost-share assistance provided that the landowner or authorized agent of the landowner also signs an agreement for a Nutrient Management Plan. Incentive Payments: An incentive payment of $8 per acre will be made by the Adams County SWCD to eligible and approved landowners/operators who develop and implement a Nutrient Management Plan. An additional $4 per acre will be paid by the Adams County SWCD to the approved plan preparer, who must be a Technical Service Provider. If no Technical Service Providers are available, SWCD staff can serve as the plan preparer. Those with a reduced tillage system on cropland may receive a supplemental $2 per acre for performing a soil test for phosphorus in the upper 2 inches of the soil profile. Application: Applications shall be made to the Adams County SWCD. This can be done by visiting the SWCD office, by calling the office and requesting an application be mailed to you, or by visiting the SWCD Home Page, www.adamsswcd.org. Applications will be taken by the SWCD February 2 - 13, 2009. Priortization: Requests for Nutrient Management Plans will be prioritized based on the distance of the field from a lake or perennial stream. Notification of Approval/Disapproval of Application: The Adams County SWCD will notify only those with approved applications. Those who wish to be notified of disapproval will need to provide an e-mail address. Landowner/Operator Responsibilities: Upon approval, the landowner/operator may proceed with making arrangements for the preparation of a Nutrient Management Plan. The landowner/operator is responsible for providing the necessary information for the plan regarding field and cropping history, previous fertility programs and crop yields. The landowner/operator is responsible for fully implementing the plan for its four-year life and certifying that it is implemented properly. Plan Preparer: Technical Service Providers who have registered and are listed on USDAs Technical Service Provider Technical Registry can prepare Nutrient Management Plans. Pam Peter, Adams County SWCD, is also certified to prepare plans. A list of TSPs can be obtained by visiting http://techreg.usda.gov/. - or by contacting the Adams County SWCD office. Prior to plan development, the application must be completed and approved by the SWCD. Plans prepared prior to the approval date on the application cannot be approved for payment. A completed Nutrient Management Plan must be fully completed and submitted to the SWCD for certification before the landowner/operator may implement the plan.
